Tonight, however, I was able to find it here: Cat Quotes, Part III. (The page seems to be part of a larger web site for an animal rescue group.) It is credited to Georg Christoph Lichtenberg, who I have never heard of otherwise. The Wikipedia entry does not mention this quotation, but since they refer to him as an "aphorist" it seems likely that I have found the right man.
